Relating to authorizing the purchase of Block No. 109 in the City of Austin, Texas, by the State of Texas and Travis County, Texas, and the erection thereon of a building for the use of the Supreme Court, the Court of Criminal Appeals, certain other appellate courts of Texas, and the Supreme Court Library, and for the use of the courts of Travis County, Texas, and the offices of the officials of said county.
