Relating to providing for the care, restraint, diagnosis and treatment of persons who are insane, mentally ill or mentally defective; prescribing rule and regulations and defining offense in connection with the care and treatment of such persons; providing necessary salaries to carry out the purposes of this act, repealing all laws in conflict herewith.
