Relating to authorizing the Governor to appoint a Commission to represent the State of Texas in a conference with the Commissioners from the states of New Mexico and Colorado, and a representative of the Government of the United States to negotiate an agreement respecting the use, control and disposition of the waters of the Rio Grande and its tributaries above Fort Quitman, Texas.
