Relating to reorganizing the Seventy-fifth Judicial District and remove the County of Montgomery; to re-organize the Ninth Judicial District and remove therefrom the counties of Hardin and Liberty; to remove the County of Waller from the Eightieth Judicial District and place it in the Ninth.
