SB 103, 39th R.S.
Relating to amending certain statute so as to provide that the city council or commission of any city or town shall have power to levy and collect an annual poll tax, not to exceed one dollar, of every person between the ages of twenty-one and sixty year, resident within such city or town on the first day of January of each year (Indians not taxed, and persons insane, bind deaf or dumb, or those who have lost one hand or foot, excepted).
