Proposing an amendment authorizing the Legislature to provide for the election of School Trustees and members of Boards of Education and members of other municipal boards and commissions who serve without compensation and to fix their terms not to exceed seven years. Permitting certain cities to exercise the same powers as to the members of such boards and commissions. Making an appropriation to defray the expenses of submitting such amendment for ratification or rejection at the next general election.
