Relating to authorizing the issuance of refunding bonds bearing the same or a lower rate of interest, in lieu of any valid outstanding bonds which have been issued under the authority of Title 22 or Title 71, Revised Civil Statutes of 1925, or provisions of law which have been amended or superseded thereby, and adding Article 725b.
