Relating to appropriating from the general revenue out of any fund not otherwise appropriated the sum of $175,000, or so much thereof as may be necessary, to be applied to valid claims for the years 1927-1928, and the sum of $200,000, or so much thereof as may be necessary to supplement the appropriation for the years 1929-1930, to carry out the provisions of certain statutes.
