Relating to making it an offense for any employee of any State Officer or Member of State Board or Commission to distribute, write or compose circulars, placards or any kind of literature urging the candidacy of such person for election or re-election; prescribing offenses, fines, punishment and penalties; providing for an Anti-Campaign Commission.
