Relating to giving and granting to O. Luthe leave and permission to prosecute, in the proper Courts of Harris County, Texs, suit or suits against the State of Texas and the members of the Texas Prison Board, in their official capacity only, for damages sustained by reason of a collision between his truck and a truck of the Texas Prison System.
