Relating to creating the State Highway Commission, consisting of five members, to be appointed by the Governor of Texas, with advice and consent of the Senate of Texas, one from each State Highway District (defined and created in the Act) and to serve for terms of two years and, thereafter, one of each member to be elected by the qualified voters of each such State Highway District for terms provided for in the Act.
