Relating to providing for rural school supervisor or supervisors in lieu of the teachers' institute, as required under certain statute, and providing for the payment of the salaries of said rural school supervisor or supervisors, in counties having a population of forty-five thousand (45,000), according to the Federal Census of 1930, and a scholastic population of at least 14,000, as shown by the scholastic census report for the school year of 1931-32.
