Relating to providing the collection of "insolvent taxes" (delinquent taxes on personal property) by the issue of tax execution, levy, and sale of property levied on, and providing that no execution shall issue on property of a non-resident of the county until the tax collector, or assessor and collector, has ascertained whether such taxes have been paid to the Comptroller or not, and providing for the fees and commissions for the issue of executions and costs of levy and sale.
