Relating to making it unlawful for any person, firm, or corporation to pack any goods, fruits, or vegetables, intended for delivery to any other person, firm, or corporation, or for transportation by common carrier, or for sale either by retail, or wholesale, or consignment with filthy, contaminated, or unsanitary packing material or filthy, contaminated, or unsanitary boxes, crates, baskets, hampers, sacks, or similar containers, which have been exposed to contagious or infectious diseases.
