Relating to making the civil judiciary system of the State more fully self-sustaining, by providing for the collection of certain additional fees for the filing of original petitions in all civil suits filed in the District courts and for the filing of original petitions in all civil suits filed in the District Courts, and for the filing of appeals in the Courts of Civil Appeals, petitions for writs of error and motions for leave to file original suits in the Supreme Court- except in cases of suits for the collection of taxes and suits by the State, counties, school districts, and road districts of the State, and except in cases of habeas corpus proceedings.
