Relating to declaring the policy of the State of Texas on production of cotton of less than 5-8 inch staple; providing for penalties; providing for payment of such penalties; requiring report of producers and ginners of cotton of less than 5-8 inch staple; making the producers of such cotton and owners of gins liable to civil action for failure to report any such cotton ginned, and prescribing the duties; providing penalties.
