Relating to defining common carrier pipelines engaged, or to engage in the transportation of natural gas; providing against discrimination in favor of or against individuals, associations of persons, municipal corporations or corporations in the conduct of their business, fixing penalties for the violation of this Act, making certain violations a criminal offense and fixing a penalty therefor; providing means for the recovery of such penalties as are not made criminal, either by the State of Texas or the party aggrieved.
