Relating to declaring it to be mandatory upon the Legislature of the State of Texas under the Constitution to enact laws to compel the conservation and development of the natural resources of this State, declaring the oil and gas resources of this State to be natural resources thereof attributing largely to the public welfare and declaring the orderly transportation and marketing of oil and gas to be an industry of great public importance.
