Relating to permitting Mrs. Lillie Stallings, and her two minor children, H. G. Stallings, Jr., a boy, age 16 years, and Lillian Stallings, a girl, age 11 years of age, to bring suit against the State of Texas for alleged damages to have been caused by negligence by the State.
