Relating to fixing the tuition to be collected from students registering in the schools of collegiate rank supported in whole or in part by appropriation of public funds from the State Treasury, and empowering the State Board of Education to grant scholarships to such institutions, and prescribing the regulation therefor, all funds collected under the provision of this bill to be placed in the State Treasury to the credit of the General Revenue.
