Relating to providing for the general welfare in an emergency hereby declared to exist by effectuating the purposes of the National Recovery Act within this State with reference to the milk industry, by eliminating unfair competitive practices therein, and by insuring the sanitary and healthful production and distribution of fluid milk and sweet cream.
