Relating to releasing penalties and interest on ad valorem and poll taxes that were delinquent on or before July 1, 1933, due the State and certain subdivisions of the State, provided same are voluntarily paid on or before December 31, 1933, together with two per cent (2%) penalty; or on or before March 31, 1934, together with four per cent (4%) penalty; or on or before June 30, 1934, together with six per cent (6%) penalty.
