Relating to prohibiting the building or laying out of any new highway or partial highway, intended principally for intercity traffic between the cities of Beaumont and Port Arthur, in Jefferson County, Texas, and requiring any new highway or partial highway to be built along the routes of the highways now existing between said cities.
