Relating to providing revenue for the retirement of Texas Relief Bonds, and to further the purposes of unemployment relief, by levying a fee upon any motor vehicle, commercial motor vehicle, truck-tractor, trailer or semi-trailer or combination thereof, licensed for net carrying capacity in excess of seven thousand pounds.
