Relating to empowering the board of education or board of trustees of certain independent school districts by resolution passed by majority vote of the members of such board of education or board of trustees, beginning with 1933 delinquent taxes due to such independent school districts, to require in addition to the payment of any such delinquent taxes, in lieu of the present penalties provided by law the payment of a penalty at certain rates for different months of delinquency.
