Relating to imposing intangible assets ta upon certain persons, associations, and corporations, oil and gas pipeline companies, and common carrier pipeline companies of every character whatsoever, including gas distributing companies, engaged in the transportation of oil and/or gas or either of them, and all classes of utility companies, including electric light and power, and telephone and telegraph companies, doing business wholly or in part within this State.
