Relating to aiding the Brazos River Conservation and Reclamation District in preparing the necessary plans, specifications and data, and in making the necessary surveys, and in acquiring the necessary lands, leases, easements and/or acquittances, and in building, or having built and/or cooperating in the building of proper structures, reservoirs and levees suitable for the control, insofar as practicable of the flood waters of the Brazos River watershed.
