Relating to amending a certain Article of the 1925 Revised Civil Statutes; authorizing guardians of estates owning real estate which has been foreclosed upon to file an application to the court for authority to convey said real estate to former owner and mortgage debtor thereof who is eligible for a loan thereon from the Home Owners' Loan Corporation, the Federal Land Bank of any other entity, corporation or agency now created, or hereafter to be created, by any act or acts of Congress or of the State of Texas, for a consideration partly or entirely evidenced by vendor's lien notes.
