Relating to amending a certain Civil Statute; providing that a poll tax of one dollar ($1) only, shall be collected on every person between the ages of 21 and 60 years, making certain exceptions; and declaring that no poll tax shall be levied for general revenue purposes, and that no county shall levy a poll tax, and providing where unorganized counties may pay.
