Relating to declaring it unlawful and void any rule or regulation of the State Department of Education, State Board of Education, University of Texas, Agricultural and Mechanical College of Texas and any other State school or college proposing to limit and/or withdraw affiliation and/or State Aid because of alleged insufficient certificates and/or degrees of the teaching personnel of any public school.
