Relating to regulating and licensing persons engaged in the business or occupation of outdoor advertising and all persons erecting or maintaining or authorizing the erection or maintenance of outdoor advertising signs or structures outside the limits of incorporated cities and towns within a distance of one-half mile of State designated highways.
