Relating to amending a certain Article of the 1925 Revised Civil Statutes; providing that in cases of bankruptcy, receivership, that all taxes shall be a first lien on all property, and requiring fiduciaries and courts to see taxes paid, and extending such right to cities, towns, school districts, and all other taxing subdivisions of the State.
