Relating to amending a certain Article of the 1925 Revised Civil Statutes; providing that the tax lien on land shall be paramount and superior to all liens, charges or rights, whether created before or after the tax lien attaches, and making the provisions applicable to school districts, and all other taxing agencies of the State.
