HJR 38, 44th R.S.
Proposing an amendment to Article IV, Section 11, of the Constitution of Texas, providing that in all criminal cases of felony grade, except treason and impeachment, the Governor shall have power, after conviction, and upon the recommendation and advice only of the Board of Pardons and Paroles, to grant reprieves, commutations of punishment and pardons, and under such rules as the Legislature may prescribe, he shall have the power to remit fines and forfeitures.
