Relating to amending a certain Article of the 1925 Revised Civil Statutes; requiring individuals, companies, corporations, and associations owning or controlling gas, electric light, electric power, or water works or water and light plants, to file quarterly reports with the Comptroller showing the amount of their gross receipts.
