Relating to establishing Texas intoxicating liquor laws, defining the terms relating to the same, regulating the dispensation and sale thereof, providing for a license to manufacture and wholesale the same, providing for a license to manufacture and wholesale the same, providing for local option election in certain cases, determining whether or not the manufacture and sale of intoxicating liquor shall be permitted in the territory covered by such local option election of intoxicating liquor, providing for the creation of a State Dispensary System and defining what shall be lawful and unlawful in the handling of intoxicating liquors and prescribing a penalty therefor.
