Relating to amending a certain Article of the 1925 Revised Civil Statutes; increasing and providing for an occupation tax based on gross receipts, upon each individual company, corporation, or association engaged in owning, operating, managing, or controlling any gas, electric light, electric power, or water works, or water and light plant, for local sale and distribution in incorporated towns or cities of certain populations within this State and charging for gas, electric lights, electric power or water.
