Relating to levying a registration fee on secured debts; defining secured debts; providing a registration fee of thirty (30¢) cents for each One Hundred ($100) Dollars or major fraction thereof, on debts secured by real estate or by real estate and personal property maturing more than one year not more than three (3) years from date.
