Relating to designating State hospitals to which insane, epileptic, and feeble-minded persons may be committed for care or treatment and providing for the transfer of patients from one institution to another, and providing for the commitment and transfer of such patients to the United States Veterans' Administration or such other agency or department of the United States as will accept such patients for care or treatment.
