Relating to providing for the payment of Old Age Assistance in accordance with the Constitution of Texas, and providing for the classification and enrollment of applicants in accordance with their circumstances, and declaring the agencies through which this Act is to be administered; providing the method of procedure against delinquent taxpayers and prescribing penalties for violation of the provisions of this Act.
