Relating to authorizing and directing the Board of Regents of the University of Texas to establish and maintain military training at said institution, and providing that said course of study may consist of various branches of the military service and authorizing the Board of Regents to enter into the contracts with the War Department of the United States for the establishment of the Reserve Officers' Training Corp at the University of Texas under the National Defense Act.
