Relating to declaring the purpose of this enactment; providing for the designation of Ports of Entry highways and designating the Railroad Commission an administering body for administration of this Act; providing for the appointment of a Director of Ports of Entry and defining his duties and fixing his salary; declaring certain violations of this Act to be unlawful and fixing a penalty upon conviction, and fixing the venue of prosecutions.
