Relating to fixing the amount of maximum fees that may be retained by Justices of the Peace and Constables in counties containing not less than eleven thousand nine hundred eighty (11,980) inhabitants, and not more than twelve thousand one hundred (12,100) inhabitants, according to the last preceding Federal Census.
