Relating to providing for the publication of ordinance incorporated cities and towns where such ordinance impose a penalty, fine or forfeiture, further providing for publication in official papers published weekly, or in cities of less than ten thousand (10,000) inhabitants, for proof of publication by the publisher to be filed with the City Secretary.
