Relating to authorizing and regulating the issuance of bonds for the purpose of refinancing or for the purpose of refinancing and improving any revenue producing works, undertakings and projects by counties, cities, towns, districts, political and civil subdivisions and other public bodies; defining certain words, terms and phrases for the purposes of this Act.
