Relating to authorizing the Commissioner's Courts to employ a person skilled in tax matters to enforce or assist in the enforcement of the collection of delinquent taxes payable through the office of the Tax Assessors-Collectors, prescribing his duties, prescribing and limiting his compensation, providing that a certified copy of the order of employment be furnished the State Comptroller.
