Proposing an amendment to Section 51-b of Article III of the Constitution of the State of Texas, authorizing the Legislature to provide for Old Age Insurance and for the payment of same not to exceed Fifteen ($15.00) Dollars per month to each actual bona fide resident of Texas over the age of sixty-five (65) years who are not habitual criminals not habitual drunkards nor inmates of State supported institution, and providing that the requirements of length of time of actual residence shall never be less than five (5) years during the nine (9) years immediately preceding the application for Old Age Insurance and continuously for one (1) year immediately preceding such application.
