Proposing an amendment to Article XVI, Section 30 of the Constitution of the State of Texas permitting local option elections for counties, municipal corporations and other political subdivisions of the State and authorizing Civil Service Laws and Regulations to be adopted by a majority vote of the qualified electors of said political subdivision and directing the Legislature to make such laws regulating the holding of such elections.
