Proposing an amendment to Section 51b of Article III of the Constitution of the State of Texas, authorizing the Legislature to provide for Old Age Insurance and for the payment of same not to exceed Fifteen ($15.00) Dollars per month each to actual bona fide residents of Texas over the age of sixty-five (65) years who are not habitual criminals nor habitual drunkards nor inmates of State supported institutions.
