Proposing an amendment to Section 51 of Article III, of the Constitution of the State of Texas by adopting a new Section to be known as Section 51-c, which shall provide for home ownership in Texas that tenantry may be discouraged, giving the Legislature full power to make sale of all lands owned by the State, on time payments at two percent interest, to citizens desiring homes, and providing that the Legislature shall by General Laws provide for homes.
